Ensuring energy security cost-effectively is a global challenge. Tackling these issues will require efforts from stakeholders worldwide. To find solutions, the public and private sectors must work together, sharing burdens of resources, while at the same time multiplying results and outcomes.
Through CEC, we enable businesses, industries, international organizations and non-government organizations to share research on breakthrough technologies, to fill existing research to deployment gaps, to build pilot projects and to carry out deployment or demonstration programs. In short, the global exchange, can comprise any technology-related activity that supports energy security, economic growth, environmental protection and engagement worldwide. A new partner project may be created at any time, provided at least two parties agree to work on it together.
At the core of CEC, is our Multilateral Consultative Committee (MCC) and international network of senior energy technology innovators and experts facilitating the entry of new and improved energy technologies in the marketplace.
Multilateral Consultative Process (MCP) and Implementation Agreements (IA)
CEC makes multilateral consultative process and hands-on-advisory program available to stakeholders and their customers on their request, for the resolution of questions regarding the implementation of the IA projects.
The CEC supports the multilateral consultative process. The objective of the multilateral consultative process is to resolve questions regarding the implementation of IAs. This objective is to be achieved by:
- Providing hands-on-advisory services and promoting understanding of the IAs;
- Advising Parties on, or assisting them with their difficulties in implementing the IAs;
The multilateral consultative process is to be conducted in a facilitative, non-confrontational, transparent and timely manner, and to be non-judicial. Parties concerned are entitled to participate fully in the process.
The process can be initiated by:
- A Party or a group of Parties if they experience difficulties in implementation;
- A Party or a group of Parties with respect to another Party or a group of Parties;
- The CEC itself
The MCC reviews Technology Submittal Forms (TSF), Implementation Agreements (IA), and Partner Project/Initiative proposal and provide appropriate assistance by:
- Clarifying and resolving questions;
- Providing advice and recommendations on procuring technical & financial resources to resolve these difficulties;
- Advising on compiling and communicating information.
The conclusions and recommendations of the MCC are sent to the Party or Parties concerned and they should be given the opportunity to comment on them. Such comments may include:
- Recommendations on cooperation between the Party or Parties concerned and other Parties to further the objective of the IA;
- Recommendations on measures to be taken by the Party or Parties concerned for the effective implementation of the IA.
The MCC convene at least once a year in Atlanta, Georgia. Whenever practicable, the meeting will take place in conjunction with the ECE Meetings, during which the MCC chapters should report on all aspects of its work to CEC. Key focus:

- Determining appropriate technologies for Sustainable Energization;
- Cost, Finance and Market Opportunities for Sustainable Energization;
- Policy and Capacity Building for Successful Programmes and Markets.
